Former French President Valery Giscard d'Estaing says that because Britain "no longer wishes to participate in the advances of European integration, we must draw the right conclusions (and) find a special status for Britain."

Speaking on France Inter Radio, Giscard - who led the committee which drafted the rejected EU Constitution - said that the British had refused to accept the euro and a system had to found "in which the British were in an exceptional situation."

"If the British want to have a separate situation, we must be able to offer it to them and they must be able to accept it," he added.

Giscard also scorned President Nicolas Sarkozy's claim that Europe was moving forward again, claiming that British "back-pedalling" meant that the EU could not be moving forward.

Meanwhile, another prominent French Eurocrat has called for a second referendum in France on the constitution. Jacques Delors, former EU Commission President, said he was a "supporter of a second referendum to clarify the positions and to ensure that the opposition does not stiffen."
